Leaders and cadres engaged in green and low-carbon development related work should improve their professional literacy and business capabilities as soon as possible, and effectively enhance their ability to promote green and low-carbon development.
(10) Orderly carbon peaking actions in various regions.
Each region should accurately grasp its own development positioning, combine the actual economic and social development and resource and environmental endowment of the region, adhere to classified policies, adapt to local conditions, and link up and down, and promote carbon peaking in an orderly manner.
1. Scientifically and reasonably determine the goal of orderly peak achievement. Regions where carbon emissions have been basically stable should consolidate their emission reduction achievements and further reduce carbon emissions on the basis of achieving carbon peaking first. Regions with lighter industrial structures and better energy structures should adhere to green and low-carbon development, resolutely avoid relying on "two high" projects to drive economic growth, and strive to be the first to achieve carbon peak. Regions with a heavy industrial structure and a coal based energy structure, as well as resource-based regions, should prioritize energy conservation and carbon reduction, vigorously optimize and adjust the industrial and energy structures, gradually decouple carbon emission growth from economic growth, and strive to achieve carbon peaking in sync with the national level.
2. Promote green and low-carbon development according to local conditions. Each region should combine regional major strategies, regional coordinated development strategies, and main functional area strategies to promote green and low-carbon development in their respective regions from a practical perspective. The Beijing Tianjin Hebei, Yangtze River Delta, Guangdong Hong Kong Macao Greater Bay Area and other regions should play the role of high-quality development driving force and growth pole, and take the lead in promoting comprehensive green transformation of economic and social development. The Yangtze River Economic Belt, Yellow River Basin, and National Ecological Civilization Pilot Zone should strictly implement ecological priority and green development strategy guidance, and lead the country in green and low-carbon development. The central, western, and northeastern regions should focus on optimizing their energy structure, in accordance with industrial policies and energy consumption dual control requirements, orderly promote the concentration of high energy consuming industries in areas with advantages in clean energy, and actively cultivate green development momentum.
3. Collaborate up and down to develop local peak reaching plans. The people's governments of various provinces, autonomous regions, and municipalities directly under the central government should adhere to the overall national deployment, combined with the local resource and environmental endowment, industrial layout, development stage, etc., adhere to the principle of national unity, not rushing, and scientifically formulate action plans for carbon peaking in their respective regions. They should propose practical and feasible carbon peaking schedules, road maps, and construction drawings to avoid "one size fits all" power and production restrictions or sports style "carbon reduction". After the carbon peak action plan for each region is comprehensively balanced and approved by the carbon peak and carbon neutrality work leadership group, it will be issued and implemented by the local authorities themselves.
4. Organize the construction of carbon peak pilot projects. Increase central support for local efforts to promote carbon peaking, select 100 representative cities and parks to carry out carbon peaking pilot construction, provide support for pilot cities and parks in policies, funds, technology, and other aspects, accelerate the realization of green and low-carbon transformation, and provide operable, replicable, and promotable experience and practices for the whole country.
4、 International cooperation
(1) Deeply participate in global climate governance. Vigorously promote Xi Jinping's ecological civilization ideology, share China's ecological civilization, green development concepts and practical experience, contribute Chinese wisdom, solutions, and strength to building a clean and beautiful world, and jointly build a community of human and natural life. Actively participate in the construction of the global green governance system, adhere to the principles of common but differentiated responsibilities, fairness, and respective capabilities, adhere to multilateralism, maintain the international system with the United Nations at its core, and promote the full implementation of the United Nations Framework Convention on Climate Change and its Paris Agreement by all parties. Actively participate in international shipping and aviation emission reduction negotiations.
(2) Carry out green economic and trade, technology and financial cooperation. Optimize the trade structure and vigorously develop high-quality, high-tech, and high value-added green product trade. Strengthen international cooperation on green standards, promote the implementation of conformity assessment cooperation and mutual recognition mechanisms, and ensure the connection between green trade rules and import and export policies. Strengthen the import and export of energy-saving and environmentally friendly products and services. Increase cooperation in green technology, promote scientific research cooperation and technological exchange in fields such as renewable energy, energy storage, hydrogen energy, carbon dioxide capture, utilization, and storage, and actively participate in international major scientific projects such as the International Thermonuclear Fusion Experimental Reactor Program. Deepen international cooperation in green finance, actively participate in the international macro coordination of carbon pricing mechanisms and green finance standard systems, and work together with relevant parties to promote green and low-carbon transformation.
(3) Promote the construction of the green Belt and Road Initiative. Adhering to the principle of co consultation, co construction, and sharing, promoting the concepts of openness, green, and integrity, strengthening cooperation in green infrastructure, green energy, green finance, and other fields with countries jointly building the Belt and Road Initiative, improving the environmental sustainability of overseas projects, creating a green and inclusive Belt and Road energy partnership, and expanding the export of new energy technologies and products. Give full play to the role of cooperation platforms such as the International Alliance for Green Development under the Belt and Road Initiative, promote the implementation of the Green Investment Principles under the Belt and Road Initiative, and promote the South South Cooperation Plan and Science and Technology Innovation Action Plan under the Belt and Road Initiative to address climate change.
5、 Policy guarantee
(1) Establish a unified and standardized carbon emission statistical accounting system. Strengthen the construction of carbon emission statistical accounting capacity, deepen research on accounting methods, and accelerate the establishment of a unified and standardized carbon emission statistical accounting system. Support industries and enterprises to conduct research on carbon emission accounting methodology based on their own characteristics, and establish a sound carbon emission measurement system. Promote the development of carbon emission measurement technology, accelerate the application of emerging technologies such as remote sensing measurement, big data, and cloud computing in the field of carbon emission measurement technology, and improve the level of statistical accounting. Actively participate in the research on international carbon emission accounting methods, and promote the establishment of a more fair and reasonable carbon emission accounting method system.
(2) Improve laws, regulations, and standards. Establish a legal system conducive to green and low-carbon development, and promote the formulation and revision of energy laws, energy conservation laws, electricity laws, coal laws, renewable energy laws, circular economy promotion laws, clean production promotion laws, etc. Accelerate the update of energy conservation standards, revise a number of mandatory national standards for energy consumption quotas, product and equipment energy efficiency, and engineering construction standards, and increase the requirements for energy conservation and carbon reduction. Improve the renewable energy standard system and accelerate the formulation and revision of standards in related fields. Establish and improve standards for hydrogen production, storage, transportation, and use. Improve the industrial green and low-carbon standard system. Establish standards for carbon emission accounting, reporting, and verification for key enterprises, and explore the establishment of full lifecycle carbon footprint standards for key products. Actively participate in the formulation and revision of international energy efficiency, low-carbon and other standards, and strengthen international standard coordination.
(3) Improve economic policies. People's governments at all levels should increase their support for carbon peaking and carbon neutrality work. Establish a sound tax policy system that is conducive to green and low-carbon development, implement and improve tax preferential policies such as energy conservation, water conservation, and comprehensive resource utilization, and better play the role of taxation in promoting green and low-carbon development of market entities. Improve the green electricity price policy, improve the residential tiered electricity price system and the time of use electricity price policy, and explore the establishment of a dynamic adjustment mechanism for the time of use electricity price. Improve the evaluation mechanism of green finance and establish a sound green finance standard system. We will vigorously develop financial instruments such as green loans, green equity, green bonds, green insurance, and green funds, establish carbon emission reduction support tools, guide financial institutions to provide long-term, low-cost funding for green and low-carbon projects, and encourage development oriented policy oriented financial institutions to provide long-term stable financing support for carbon peaking actions in accordance with the principles of marketization and rule of law. Expand the depth and breadth of the green bond market, and support eligible green enterprises to list, list, and refinance. Research and establish a national low-carbon transformation fund to support the green transformation of traditional industries and resource rich areas. Encourage social capital to establish green and low-carbon industry investment funds in a market-oriented manner.
(4) Establish and improve market-oriented mechanisms. Give full play to the role of the national carbon emission trading market, further improve supporting systems, and gradually expand the scope of the trading industry. Build a national energy rights trading market, improve the paid use and trading system of energy rights, and ensure the connection with the dual control system of energy consumption. Coordinate the construction of markets for carbon emission rights, energy rights, and electricity trading, strengthen the connection and coordination between market mechanisms, and incorporate carbon emission rights and energy rights trading into public resource trading platforms. Actively promote contract energy management and promote a "one-stop" comprehensive service model for energy-saving consultation, diagnosis, design, financing, renovation, and custody.
6、 Organizational implementation
(1) Strengthen overall coordination. Strengthen the centralized and unified leadership of the Party Central Committee on carbon peaking and carbon neutrality work, and the Carbon Peaking and Carbon Neutrality Work Leading Group will conduct overall deployment and systematic promotion of carbon peaking related work, coordinate research on important matters, and formulate major policies. The member units of the leading group for carbon peak and carbon neutrality work should solidly promote relevant work in accordance with the decision-making and deployment of the Party Central Committee and the State Council, as well as the work requirements of the leading group. The Office of the Leading Group for Carbon Peak and Carbon Neutrality Work should strengthen overall coordination, regularly schedule the progress of work in various regions, key fields, and key industries, scientifically propose a timetable and roadmap for carbon peak steps, and supervise the implementation of various target tasks in detail.
(2) Strengthen the implementation of responsibilities. All regions and relevant departments should have a deep understanding of the importance, urgency, and complexity of carbon peaking and carbon neutrality work, and effectively shoulder their responsibilities. In accordance with the "Opinions of the Central Committee of the Communist Party of China and the State Council on the Complete, Accurate, and Comprehensive Implementation of the New Development Concept to Do a Good Job in Carbon Peaking and Carbon Neutrality Work" and the main goals and key tasks determined in this plan, efforts should be made to implement various tasks, ensure that policies, measures, and results are in place, The implementation status will be included in the supervision of central and provincial ecological environment protection. All relevant units, people's organizations, and social organizations should actively play their role in promoting green and low-carbon development in accordance with relevant national arrangements.
(3) Strictly supervise and assess. Implement a system with carbon intensity control as the main focus and total carbon emission control as the auxiliary, implement collaborative management, decomposition, and assessment of energy consumption and carbon emission indicators, and gradually establish a comprehensive evaluation and assessment system for carbon peak and carbon neutrality. Strengthen the application of supervision and assessment results, commend and reward regions, units, and individuals that have achieved outstanding results in carbon peak work in accordance with regulations, and implement notification, criticism, and interview accountability for regions and departments that have not completed their target tasks in accordance with regulations. The people's governments of various provinces, autonomous regions, and municipalities directly under the central government should organize annual assessments of carbon peak target tasks, and report relevant work progress and major issues to the leading group for carbon peak and carbon neutrality work in a timely manner.
